Principal Civil Engineer
CITY OF INDIO

THE OPPORTUNITY
The Principal Civil Engineer is the advanced journey level professional class responsible for administering and overseeing a variety of functions in the Engineering Division and for providing technical guidance to staff engineers, and support staff. This classification is distinguished from the next higher class of City Engineer in that the latter has overall responsibility for the Engineering Division.
DUTIES
SUPERVISION RECEIVED/EXERCISED:
Receives direction from the City Engineer and/or the Director of Public Works. Exercises technical and functional supervision over training personnel.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
• Leads, oversees, reviews, and performs work activities and duties assigned to the engineering staff; performs a variety of difficult engineering and design activities such as street and storm drain improvements, preparation of plans, specifications, cost estimates, grading plans, and traffic signal design and timing.
• Plans, coordinates, prioritizes, supervises, and participates in the work of assigned engineering staff; discusses job progress with staff; provides motivation and training for assigned personnel; monitors work activities to ensure safe work practices, work quality and accuracy; participates in the hiring and evaluation of assigned staff; and prepares performance evaluations for supervised staff.
• Resolves conflicts or problems between staff and developers and/or contractors; makes presentations to Planning Commission and City Council; serves as the City's representative on Transportation Technical Advisory Sub-committee at CVAG and the Technical Advisory Committee at RCTC; leads or participates in discussions regarding engineering projects.
• Prepares and monitors project schedules and project budgets; prepares the City's Five-Year Capital Improvement Plan and budget; manages the acquisition of grants and other external funding to supplement the City's Capital Improvement budget; writes grants and presents grant proposals to review committees; assists in the preparation of the annual budget for the Engineering Division.
• Reviews and makes recommendations on technical reports and studies; performs studies requiring analysis of issues; prepares reports or correspondence, including staff reports, status reports, and other Federal, State and/or local jurisdictional reports and forms.
• Coordinates with other City departments and outside consultants for a variety of project design work and related private development activities; review traffic and environmental reports, tentative maps, subdivision maps, site improvements and grading plans; manages construction projects, including advertising the work, preparing contracts and specifications; preparing and processing addendums, reviewing and recommending award of bids, and prepare agenda reports for award of construction and design projects and other related public works matters.
• Interprets and enforces construction codes, plans and specifications; determines right-of-way and easement requirements for street construction projects; prepares engineering cost estimates; reviews public works bids and contract documents; coordinates inspections and authorizes progress payments.
• Develops negotiation strategies; participates in contract negotiations and administration; reviews work for conformity with City standards and project requirements.
• Performs plan checks and field engineering and construction staking; determines work procedures; prepares work schedules; signs engineering plans and specifications; reviews and approves Encroachment permits.
• Responds to questions and concerns from the general public; provides information as is appropriate and resolves service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

QUALIFICATIONS

Education:
The required qualification is to possess a Bachelor's degree from an accredited college or university in Civil Engineering or a related field.

The required qualification is to possess six years of progressively responsible professional experience including experience in directing the work of others involved in engineering project activities.
License/Certificate:
Possession of a valid Class C California driver's license. Possession of a certificate of registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers.

THE OPPORTUNITY
The Associate Engineer is the journey level class in the professional engineering series in which incumbents are expected to work of average difficulty. It differs from the Assistant Engineer class by its responsibility for more complex engineering projects requiring independent engineering analysis. This classification is alternatively staffed with Principal Civil Engineer, and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher level class.

THE OPPORTUNITY
The Assistant Engineer is the entry-level, non-licensed classification in the professional civil engineering series. Incumbents in this class perform routine professional engineering work not requiring professional experience. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Associate Engineer, and incumbents may advance to the higher level after gaining experience, obtaining the PE License, and demonstrating a level of proficiency that meets the qualifications of the higher level class.

Receives immediate supervision or direction from higher level engineering personnel depending on assignment. Incumbents in this class do not routinely exercise supervision.

The Desert Recreation District (DRD) seeks a talented park professional to serve as the next Director of Planning and Public Works in the largest recreation district in the State of California. THE DESERT RECREATION DISTRICT
The Desert Recreation District focuses on providing recreation throughout the Coachella Valley service area. The DRD was created in 1950 and is the largest recreation and park district in the state of California. Covering more than 1,800 square miles, DRD is responsible for over 43 recreational facilities throughout the Coachella Valley that include community and fitness centers, sports fields, swimming pools, a golf course and driving range, and various parks and open spaces.
The DRD serves more than 380,000 residents in the incorporated communities of Palm Desert, La Quinta, Indio, Indian Wells, Rancho Mirage and Coachella, and the unincorporated communities of Thousand Palms, Bermuda Dunes, Indio Hills, Mecca, Thermal, Oasis, Vista Santa Rosa, 100 Palms, and North Shore.
THE PLANNING AND PUBLIC WORKS DEPARTMENT
The Planning and Public Works Department is responsible for the asset management of the District including planning, capital improvement, and maintenance of parks, facilities, and vehicles. In addition, the 20 FTE staff in the Department are responsible for the following functional areas: capital improvements, land acquisitions, planning, design and construction, capital grants, parks and grounds, park maintenance, facility maintenance, fleet vehicles and maintenance, and L&L maintenance administration.
THE POSITION
This is an at-will position, reporting to an Assistant General Manager. The Director of Planning and Public Works serves as the principal planning and public works administrator. Work is performed with considerable independent judgment within established policies and procedures. The Director is responsible for developing, implementing and monitoring long range plans for capital improvement programs, including master planning and facility development, as well as developing and overseeing acquisition plans and ensuring compliance with federal, state and local laws and regulations related to land use, building, and development. The Director plans, directs, manages and oversees the activities and operations of the Public Works Department including fleet, facilities, parks and open space. The Director performs representational duties related to the assigned areas of responsibility.
The Desert Recreation District seeks a candidate who has solid project management experience and ability to successfully execute and manage projects across the District; experience in construction or public works, especially gained in the public sector; an understanding of the public sector development environment with involvement managing development impact fees and park dedications in conjunction with new development; and strong management and communication skills in leading a small team in a hands-on environment.
QUALIFICATIONS
Any combination of training and experience that would provide the required knowledge, skills and
abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: Bachelor’s degree from an accredited college or university in urban or regional planning, landscape architecture, park or natural resource management, construction or engineering management, business or public administration or a closely related field. A Master’s degree is preferred.
Experience: Seven years of increasingly responsible experience in public works, project planning, design and development leadership, acquisition and management or park management, including three years of administrative and supervisory responsibility.
SALARY & BENEFITS
The Desert Recreation District provides a competitive compensation and benefits package. The salary for this role is up to $158,398, with specific placement within the range dependent on qualifications and experience. Key elements of the District’s benefits program include retirement with the District contributing 7.5% of salary toward a defined contribution retirement plan. In addition, employees may participate in deferred compensation with a matching contribution up to 2.5% of salary. Together, if an employee contributes 2.5% of salary, the District matches with a 10% contribution. DRD does not participate in CalPERS.
In addition, DRD contributes up to $1,200 per month towards the medical, dental, and vision plans of full-time team members and their qualified dependents (choice of HMO, PPO, or EPO) and provides substantial paid leave annually; a District vehicle; and relocation expenses.

SKILLS/ABILITIES
• Plans, organizes, controls, integrates, and evaluates the work of an engineering section in the Public Works Department; with subordinate supervisors and staff, develops, implements, and monitors attainment of section goals and objectives.
• Plans, organizes, controls, manages and evaluates the work of the assigned work unit; with subordinate and supervisors, participates in establishing operational plans and initiatives to meet department/division goals.
• Participates in the development of and monitors performance against the annual division/unit budget.
• Establishes performance requirements and personnel development targets; monitors and evaluates the quantity and quality of staff performance.
• Provides day-to-day leadership and works with staff to ensure a high performance, customer service-oriented work environment which supports achieving City objectives.
• Manages the preparation of a variety of studies and reports relating to current and long-range City capital improvement needs and fixed assets.
• Provides technical assistance to staff; reviews and evaluates plans for proposed assessment and maintenance districts and related bond and fee requirements; reviews subdivision and development proposals.
• Reviews the work of professional and para-professional engineering teams in the preparation and/or review of engineering plans, specifications, designs, cost estimates, reviews and sets requirements.
• Manages and administers operations, activities, and programs in compliance with accepted federal, state, and municipal standards governing public works construction, public utilities construction, traffic engineering and engineering surveying; manages plan check and project management tracking systems.
• Reviews, analyzes, and recommends changes to the City construction policies and procedures; recommends and coordinates design changes, where appropriate.
• Keeps informed and up to date on current construction design techniques, Caltrans design requirements, changes in codes and regulations, new construction materials and methods.
• Works with developers, contractors, engineers, architects, and others regarding unusual construction and compliance problems.
• Represents the City with other public and governmental agencies, community and business organizations, citizens, and the public.
• Oversees the preparation of complex grant applications for project funding from various governmental agencies. Oversees project compliance with grant requirements.
• Coordinate related engineering activities with other City departments, divisions, and outside agencies.

Associate Civil Engineer

The County of Riverside's Flood Control District has multiple opportunities for Associate Civil Engineers that will be assigned to multiple divisions located in Riverside.
The Engineers will under minimal direction, perform varied and difficult flood control engineering work in one or more of the District’s engineering divisions, which span from Planning, Design, Construction, Operation and Maintenance of Stormwater Management facilities. Candidates may also supervise or train lower classifications within these roles.
The District desires candidates that have experience with the planning, design, and construction of projects such as:
